Hell no, cyberpunk didn't make any of their characters memorable, it had all the technical aspects of a great game with none of the soul 
main character barely has a personality, felt empty as hell making decisions knowing the only thing I gave a damn about was the reward item

phantom liberty alone shyts on anything GTA has ever done. Plus the game actually feels good to "play"

Cyberpunk’s characters are pretty damn good. A very memorable single player story and lore
I only ever played the final form + phantom liberty. Was it better than my single player experience of GTA5 a decade ago or San Andreas 2-decades ago?
Probably on par. I’d have to pocket how bored I am now with the sandbox genre and recall how innovative/immersive it felt when it was still new.

Part of what makes GTA so good is it's vehicle missions. They also cover land, sea and air. Cyberpunk is severely lacking in that area. Final form Cyberpunk is 10/10. Some GTAs are a 10. They are just different flavors of greatness man. It's not dethroning GTA to me because the vehicle stuff is part of why I play games. I daydream about flying Jets and car chases, not hacking stuff and beating people up with dildos.
Outside of soundtrack, vehicle, and mini-game variety Cyberpunk mops the floor with GTA in pretty much every category as a single player game
