He’s elite all his Synergy numbers point towards it, number one P&R defender in the league, has had games with up to 6 steals. Our defense is 5.3 points worse per 100 possessions when he’s off the floor.
Frank is up there with Dejounte Murray, Kris Dunn, Jrue Holiday, Ricky Rubio, Chris Paul as a defensive PG.
The only thing hurting him on that end is his frail physique which leads to lack of physicality and sometimes he gets into foul trouble.

Frank has the best Defensive Net rating on the knicks (104.5) of players getting significant minutes on a team that has a defensive net rating of 108.5; that 4 point improvement per hundred possessions is significant for the stat heads out there.
Statistically there isn't a player in the league guarding the pick and roll ball handler better. That's to say, Frank guarding the ball handler in pick and rolls gives up less points per play than anyone else in the league. It's not a fluke stat either, the rest of the high ranked players are all known for playing quality defense

Anyway, you take this all together and add that his impact so far has been limited by a lack of offensive development and somewhat light minutes (21 mpg about) and I think he's great to elite right now. But his impact will be muted until he can stay out there longer and be a 30 minutes a night difference maker on that end. You'll feel his impact more that way.
