Is Herc From The Wire the Worst TV Cop Ever?

Herc was comedy to me in seasons 1 - 3 but the rest of the seasons I wanted his ass kicked for his stupidity.

With that being said the worst cops ever will always be Miami Metro on Dexter... I can't remember one actual crime they solved without Dexter's involvement.
