Is it safe to say Eminem had a bigger impact on hip hop than Biggie but not Pac?

Eminem opened up rap to a new audience, and he also opened a new lane for self-deprecation in rap. People weren't dissing themselves, and talking about how dysfunctional they were, very much before Eminem got popular. Em would talk about how he was a drug addict, how he had "brain damage," etc. - and he'd give dimension to it. Rappers thinking of themselves as horrible people on a regular basis wasn't really the norm before Eminem.
He also created "Stan," which is a part of hip-hop lexicon now.
I'm not saying he had a bigger impact than Pac and Biggie. But he definitely made a mark.

Not more than biggie, but his influence gets downplayed because you kinda have to adjust the scales due to hype/sales inflation...but he def made an impact, for several different reasons.
You won't hear a ton of people quoting his lines (pac either for that matter...there's a reason for that though) but from vets like masta ace and fab to some of these new cats he's definitely left some of his footprints on the game stylistically, whether it be the self-depreciation/introspection angle, concepts records and albums, resurgence of battle rap (not beef) on a mainstream level, ect.

true.. Tupac & Eminem had a much larger impact on society in general, but if were just talking about the music its definitely Biggie.
