It was during the season. Kobe didnt play to start that season cuz of a broken hand and they were winning games. Kobe came back and was slow to embrace the triangle offense so Phil wasn't fukking with him.

but its true, Phil wrote about in his book "The Last Season". He said West told him Buss would never do it. He also wrote that he wanted to trade Kobe during the 2003-2004 season but Kupchak told him hell nah.
