I don't think he freestyles his songs. If you watch that "The Carter" documentary they show how he records and its basically 4 bars at time. So he'll come up with 4 bars record them, then come up with a another random 4 bars and record them. After seeing that its easy to see why most of his songs are all over the place.
Either way, I think at this point its obvious he needs to pick up a pen because its seems like he is just repeating the same shyt he has been rapping about the last 5 years

i've seen a few videos where it's every 4 or so like he stands there and spits something for 4 bars then goes back and listens to it then thinks of another 4 bars. that's probably why most of his songs are so nonsensical.

Jay uses complex rhyme schemes quite often... It's obvious he doesn't come up in 2 minutes with his rhymes. I don't see any shame in admittin' to writin down lyrics... Nas, Pac and Eminem do it or did it.
I remember Ja rule saying he got it from Jay and Jay got it from biggie.
Personally its a matter of preference. Sometimes you can flow better off the top and sometimes you can flow better while writing as you go
