Yes. Add in Obi Wan becoming his mentor while only being JUST RECENTLY promoted to Jedi Knight (Thus having no idea on how to handle training a Padawan that was too old to be properly indoctrinated into their ways, that had a power and potential for power that far exceeded his own) with along Qui-Gon's death (Qui-Gon would've been a much better instructor to teach a young Anakin due to him not falling to the arrogance that was consuming the Jedi Counsel) as factors as well.
