Is Mariota on RG3's level as a prospect?

Now I'll admit...

RG3's team lost 3 games his last year. His wrs were more talented and Art Briles > Chip's replacement

RG3 was a much more natural passer imo. He was dropping dimes left and right that season.

Mariota still looks as though he needs more polish. He may become a better pro (never know with RG3's health), but his frame worries me on the NFL level as well.

I just dont see the #1 overall pick in him.
