Is Oakland a black area anymore?

Still has a sizable black population thanks to rent control. It's absolutely nothing like it used to be however.

In the West its pretty much sewed up.
But East Oakland
Just drove down e 1 4 today from Bayfair and the blight starts from Durant Square all the way to the 50's.
You can really tell shyt is systematic down to all the drunk og's and what not being forced to 2 centralized locations to the liquor store on 84th and a spot between 79 and 78 streets.
Store fronts are boarded up or not occupied, ones that are, are obviously hipster spots or mexican joints other than business's able to withstand the gentrification process.
Shyt is really really sad and disheartening.
