R. Kelly was great when he focused on what made him great (writing, singing, and producing). The moment he hit that Kells/Pied Piper phase, it was a wrap. He started recycling ideas and thinking that he was a Hip Hop artist, which really brought down the quality of his music. Even in his prime though, he wasn't GOAT. The closest he came to being GOAT is writing "You Are Not Alone" for MJ (who is still #2 to Stevie).
