Realistically, it's a mix of both. There IS racism, especially when it comes to things like gentrification, getting the cops called on you, employment, etc., but the media amps things up and makes it out as if there is some full blown race war going on outside. For the most part, if you don't bother other people, they will largely leave you alone unless you pull up in one of those flat out racist areas.
