This isn't hard. The stair nosing...the horizontal lining that's placed above the stair riser...is never placed on the top of a step (the part your foot touches when walking up and down steps). Cat is going down. Artist may have made a mistake or intentionally drew the cat walking that way (to throw people off). Cats don't usually walk down steps like that.
