Naw this is not malicious or some type of mockery. If you never lived in Japan you wouldnt understand their genuine love for black culture.
With that said I lived in Okinawa for 3 years. They had a whole chicano community out there. They would be 50+ deep with low riders, khakis, flannel shirts w only the top buttoned, bald heads, locs, and playing chicano rap music every weekend at the beach. But they was speaking Japanese.
They have a stoic culture so their affinity for different cultures is a way for them to express themselves.
