I don't think it is. When a person squats, sits on their thighs or bend their thighs like that it looks bigger than it does if she is standing straight. Also if you look closer at the second pic you see faint stretch marks on her butt. Most people would Photoshop that out. I've seen women with natural hip to waist ratio's like that. I see it in my family and I see it in public.
