There is no context where that is a lot, especially when compared to the fact that 70% of women bleaching in some regions in Africa. You are comparing apples with oranges.

1) plastic surgery =\= skin lightening or nose jobs. that includes anything from BBL's to actual medically needed procedures
2) Whites account for a larger percentage of these procedures than their actual population percentage, which imply's that rich people are getting multiple procedures and driving numbers up so "low capita" as you put it doesn't matter as long as rich folks exist in the population. So despite the percentages, it doesn't actually say anything about regular people.
3) That said our number a relatively the same as Mexican's numbers and considering our general population and wealth similiarities, it doesn't appear to be an especially high number for black people. Mexican 18% population 8% plastic surgery Black people 15% population 8% plastic. Not a huge disparity for just a 3% difference in people. Asians on the other hand are nearly even at 5% and 5%.
4) based on these numbers it seems odd that you would suggest Black people get surgery alot. It looks like in reality Asians and whites get surgery alot.
