The beat most definitely is the centerpiece of the song. I don't know about carrying the song to greatness though, because sure, in a vacuum, the lyrics aren't anything special, but it's not that type of song. You have to look at through the lens of the sound that was coming out of Oakland at the time., which makes it special, in its entirety.
