The government set up some laws or whatever to fund impoverished predominately black neighborhood schools so that a child's/teen's perception of reality can have a good foundation. The Government could also persuade start up business that don't require degrees(so teens can work if need be) by making the businesses pay less taxes whenever they set up shop in impoverished predominately black neighborhoods. Essentially, they could only be eligible for reduced taxes if they have their business in the neighborhood and they hire people who are only from the surrounding area(Idk about the last part of that if statement, because I don't think many people outside the hood would be lining up to work IN the hood(but idk)).

These are just a few of my ideas that I think could help us out.

Tell me if I'm being too optimistic :mjcry:
