No. Poverty, unemployment, low wages, lack of access to healthcare, lack of access to mental health facilities, poorly funded schools, lack of access to higher education, school-to-prison pipeline, corrupt law enforrcement, etc have way more effect on vioence in underprivledged communities than "welfare".

Don’t you notice that the places with the highest amount of violence correlate with the amount of welfare being spent. Does the old idiom “idle hands are the devil’s workshop” ring true?

The ultimate root is broken families, which welfare, along with feminism, was meant to promote. Once you take the father out of the household, you take the discipline out of many of them. Boys are a lot less likely to listen to their moms than dads, especially as they start getting into their teens. At that age, they get to the point where they start scaring their moms and these boys will look for 'male guidance', which leaves an open door for older, predatory males to utilize them as crash dummies and foot soldiers.

Ok all of that is true but when you have a safety net is makes you more risk adverse with is why some people may take on more risky behaviors such as crime, promiscuity, and other factors all which ruin the trajectory of your life along with racial bias. The welfare system in the country is used to subsidize low wages and perpetuate poverty.

The welfare system in the country is used to subsidize low wages and perpetuate poverty.
The puny welfare system in this country is nothing more than a bandage to deal with the catastrophic effects of why welfare was instituted in the first place. Welfare is not the cause, it's the effect. Violence was in underprivileged communities far before welfare was even instituted.

Funny thing is countries with the most extensive welfare social programs have some of the lowest violence.

The “broken families” trope is played out. Most of those families have a man in the house it’s just not seen by the statistics because of the guidelines to keep the benefits. In a community where respect is the cornerstone of interaction measures will be taken to any sign of disrespect. That why dudes complain about why women don’t like good men because respect is another form of fear. And kindness is taken for weakness. I say all that to say this in the black community our incentives are intangible things rather than tangible (respect, loyalty, pride, etc). This is due to the fact that the welfare system provides for the basic needs of the impoverished among us and their are no incentives to improve the situation thru legal means.
