The actual strategy is the expulsion of all Palestinians. This is why they have been asking other countries to setup quotas to accept them as refugees. The Israeli government is acting with the assumption that there will no longer be a west bank or Gaza in the not too distant future and all their rhetoric makes this the only logical conclusion.

If your target is all Palestinians, their affiliation to Hamas is irrelevant. There is no difference between the two with that perspective. It becomes an unimportant distinction.
