Field hockey existed long before US and Canada were a thought, the term 'hockey' was actually used. The English, Irish, Scots moved it to the ice and they brought it with them to both the US and Canada. There are mentions and depictions of it in early 19th C America. Native Canadians also played their versions of field and ice hockey before.
Canadians moved it to an indoor rink and created leagues.

Prisons wouldn't get govnt funds, free labor and massive profits.
They wouldn't use armed posses like during Reconstruction and early Jim Crow when black migration endangered their feudal share cropping, plantation and mining systems.
But they'd catch some people up in the system, make it hard (and expensive) to get documents, exorbitant processing fees, put people on watch lists so if they come back for business or to visit family they'd get hemmed up in some long and expensive legal process. People would get low balled to hell on home/business/land sales. Savings, stocks, 401Ks, IRAs, retirement funds devalued or seized. Fines, unpaid taxes, newly fabricated fees and taxes, old debts, repayment for any aid, assistance, social security payments from the last several generations. Revoke dual citizenship rights.
Undermine true independent development like they did with Haiti.
They'll get their pound of flesh. Hundreds fold.
Plus they need a whipping boy to blame all society's ills on and play off of other groups that might try to step out of their place.

You cant imagine life without white people. That's what it is. Pure complacency and afraid to take risks.
But that's okay. Some Jews were the same way when Isreal was being formed. There are 45 million AA's and there only needs to be 10k-50k AA's dedicated to the cause in making real moves to form a new black state.
1. This is all they know.
2. They don't see anything worth upending their lives for.
(Most people aren't pioneers, developers, builders. A minority would have to set a solid foundation before gaining followers. Most people don't like drastic lifestyle changes either. And people don't like risks, if its not guaranteed at least mildly successful most aren't taking that chance.)
3. People are consumed with basic daily concerns, poverty, violence, gainful employment, healthcare, bills, education, childcare, family issues.
Not many are in a position where they're thinking about investment, development, group economics they're stuck on the daily grind.
I rather follow the NOI blueprint of building a nation within a nation.

If the bolded is true, it explains why we're in the condition we're in. We don't have the luxury to not think about investing and developing. We have a government whose goal is our continued oppression and we're surrounded by 200 million of our enemies.
