Like Saint Louis it made perfect sense at the time. Control New Orleans and you control all sea and river trade through the south. Also almost impossible to conquer by land. Was top 5 largest cities until the Civil War.
Rail pretty much did it in. If it was economically important and not just a cultural museum you’d probably see more effort keeping it from sinking. The Netherlands spends more keep their levees functioning than we do.
From what I hear, most of H-Town’s flooding issues are caused by overdevelopment/poor planning.
