Wasn't it proposed that each season would be a standalone series (i.e. different time periods during Pennywise's reign?). Basically the different interludes in the book.

No. Filming initially started in May 2023 then was halted in July 2023 due to the SAG-AFTRA strike. Filming was completed in August 2024.
