The culmative nature of it forces the person to anticipate and plan ahead.

By the later weeks, you are setting money asside ahead of time in order to meet the requirements. Its mostly a discipline excercize, as poor people almost universally lack discipline and self control. This is why they spend resources on cable, drugs, etc and complain they cant save.
