Those are gang members and pictures were taken inside the favelas. Video looks like some downtown area and those kids aren't carrying.

Kids can't rob inside the favelas or they get beat up or even worse shot by the resident gang, they got strict policies about that shyt. That's why they gotta go downtown.

if you can pass for brazilian, like dark features, even with white skin (favelas got a lotta white and mixed peoples too), and you're not lookin scary as shyt or wandering aimlessly with google maps out, you should be ok

i was at the beach once gettin glared at by a crew of 15 kids. i gave the top boy a baseball hat and we rolled a joint as a peace offering. everything was straight after that.
