The article is behind a wall and I don't feel like subscribing to an Israeli newspaper today.

But what you just said, "supports the original bill that allows Jews to build their own communities and exclude others from residing in it as long as Arabs are allowed do the same", is a pure separate-but-equal defense for segregation and apartheid. Simple demographics. In the long run the West Bank will be under Israeli control because the settlements are slowly and surely take the whole region. The big problem is that Israel will either integrate them into Israeli society which if they do Israel will not exist as a Jewish State because half their population would be Palestinian. This will change the politics on the ground. Or they continue to occupy the Palestinian people. That will be a disaster because the Palestinian regions will be restive. That means more conflict and that means IDF will spend significant resources to put down future Palestinian uprisings. This will overstretched the IDF from focusing from other potential conflict flair ups(Sinai,Gaza,Golan Heights,Lebanon etc). They will either be fighting a perpetual insurgency or go full genocide on the Palestinians. The future of Israel is going to be very dark.
