Well of course the public has to pay for it. These owners aren't going to be able to feed there families because of these basketball teams they invested in. It's the public's fault they made a bad investment. They should bail these owners out. People are so greedy. Never want to help out the rich.

It's easy to say call thier bluff and let them move when it isn't your team. The city knows it isn't a great situation, but they signed up for it anyway. For basketball reasons.
