you can't offer a cat who's torn the same ACL twice in 3 seasons the max. I don't see any team that's gonna offer him a full max deal. too risky, and ties up too much cap space.

Nah, he's going to miss a good amount of next season, and even if he comes back well there will still be questions about whether or not he'll injure it again.
The worst part for him is that Thon was pegged as their center of the future, but this will give him an opportunity to play the 4 where his lack of weight isn't as big of an issue. If Thon does well over the next 14 months playing his spot then they have no real reason to give Jabari a max.
The Bucks HAVE to tank now, this season cannot be saved.
