So you basically have a dying city what cannot or does not pay much taxes, crumbling infrastructure, no means of repairing anything due to low tax revenue, and a state legislature/governor content to let the city die enough until white people move back and retake everything.
Not much to be done outside of federal involvement. At the same time something has to be said about the general disorder of multiple black cities and the terrible mayors, city councils, etc they continually elect. Surely decades of this would convince people that maybe voting for who your pastor tells you to vote for isn't a good idea. This is not advocating for republicans. There are young activists and college grads who run for these offices all the time and lose to these 60 year old politicians because the pastor said he/she is a friend of the congregation. Enough of that shyt.
