Actually, it's been both. The white supremacists know that they can't totally tame black men so the ones they can't turn into functional women are purposely characterized as hyperbrutes. Back in the 1970s Neely Fuller and Frances Cress Wellsing said that eventually the black man would step out of his pants and into a dress. This was met with skepticism and doubt, but lo and behold it came true.
White men are sexually threatened by masculine black men, which is why gay or effeminate black men are often afforded jobs that are unattainable to masculine black men. Look at Don Lemon, Deray, that 'Big Frida' guy from New Orleans, Jaden, all these guys are proof that feminine or gay behavior among black men is rewarded with status and favor in this society by white supremacists.
The two key elements of propaganda are sight and sound repeated endlessly. If you see something repeated over and over, it eventually infiltrates your subconscious and becomes normal. The point of the white supremacists promoting black men in dresses, makeup, wigs, and nail polish is to make that normal and turn the black man into a fake woman that is easier to dominate and convince to have sex with other black men.
I think a lot of people in this thread are severely underestimating how infinitely malleable the human mind is.
