T/S is right but it's not because Jay doesn't have social commentary type music, it's all just down to delivery. Tupac and Nas have a stronger delivery than Jay (I mean in terms of a deeper vocal pitch and a noticeably louder voice) whereas Jay-Z has a smoother, higher pitched delivery that bounces off the beat a lot more subtly.

you can't compare though, they're both very different Artists. The identity of an Artist is definitely influenced by his/her delivery and it's a seriously under estimated factor.
