Jay-Z is just better at the sport of rap. Pac to me was a genius, and that allowed him to be talented at a multitude of fields. When I think about acting, rapping, and the straight up poetry I think overall Pac was a multi-talented individual who just happened to be a decent rapper. The depth in his songs is beyond anything Shawn Carter will ever reach, but Pac just isn't seeing Jay on a rap level, and Jay also has a level of depth himself.
