When music is streamed on Spotify with a free account, those streams count towards an album sale.
When music is streamed on Spotify with a premium account, those streams count towards an album sale.
TIDAL's music is not available for free, only premium.
Jay-Z puts Meek's album in front of the paywall (ie. lets you stream it for free), they count towards an album sale, but then he gets accused of "juicing the numbers"
All Hov was saying was, "what's the difference". Why is it looked at as different when he does it, but it's perfectly acceptable when everyone else does the exact same thing
