I haven't listened to that song in 20 years probably, but my friends and I loved it, it was when I was about 12, and we were just getting into rap, impressed by any and every iteration of DMX and Def Jam. I think I had the Source Hip Hop hits vol. 3 that had this on it, along with E40 "Slangin Yayo" and Gone Til November

Mitchy was the closest San Diego rappee to ever be on, besides Jayo, the truth is most are bangers who are deep into the drama and gang shyt. I will say did Jayo even mention his hood on 'What Ya Gon Do", he didn't rep SD at all lol

Jayo is pretty beloved in San Diego in certain neigborhoods and certain age ranges. The Loc is On His Own is his iconic track, from the mid 90's. I mentioned my boy from WC when I was in a halfway house called Jayo on the Nextel in front of me just to bullshyt one lazy afternoon, it was pretty funny.
