they are enacting laws they know contradict the constitution and know they can't enforce. they know they can't enforce it so when they're failure is apparent they'll use it as justification to enact even harsher laws.
china has it's own internet where the government has access to servers of every website that serves a minimum of X amount of people and even they can't ban porn even though pornography is illegal.
there is nothing stopping anyone one of you reading this from serving porn or any content from your phone as a hotspot to anyone a hundred feet from you. this bill is just a slippery slope to internet censorship which other authoritarian countries continue to try but ultimately fail to succeed.
the internet is just a couple of computer networks connected together and anyone can create a network. before online gaming went mainstream people had lan parties with their own local servers. can't stop sneakernet either.
