So basically they're presenting this direction as a benefit to the American people. I don't understand how making other countries pay more will benefit Americans. Were they expecting other countries not to retaliate? + did they think those other countries could afford to balance the taxes without retaliation? Seems like there's another step here that we aren't seeing from them.
