Trump is fishing for info on what was or could’ve been on the tapes/hard drives etc that mysteriously disappeared. If Maxwell knows where they are that’s something she could trade. If they’re in the hands of some govt agency or elsewhere she could at least give them a sense of who might’ve been recorded. Wouldn’t make sense to pardon her in exchange for just her word that he wasn’t implicated. That is meaningless as ppl will still demand disclosure of the files etc.
Call me crazy but I think Trump knows someone has a ton of dirt on him and if he pardons Maxwell that dirt is dropping. But if he doesn't pardon Maxwell, she's going to drop the dirt she has.
