Great rapper, bar for bar can hang with anyone that's ever done it, but not nearly influential enough and not a solid enough or consistent enough discography. I know his mixtape run was murder, but it's not on the level of the GOATS.
Again talent wise he can hang with anyone that's ever done it, but his legacy keeps him out of the GOAT convo.

Joe budden is in a similar lane as Lupe Fiasco, both are great MCs, difference is Lupe has a better catolog and has made more of an impact musically.
That being said I feel his catalog and impact are important factors in determining that ,which he unfortunately hasn't done musically , he's known more for his antics than his music.
