He's been saying on his records he wants to sign with Jay for a minute now

But that's all the talk has been to this point.

It may happen because he's been able to market himself already. Waves has somehow managed to get on the daytime playlists for national stations like BBC's Radio 1 and 1xtra (which is a more influential station than I think a lot of people know). So it wouldn't be like Jay is just signing another backpack rapper with an online/east coast movement and trying to find a way to break him. Joey's kind of already putting in work himself (a bit like Cole).
So maybe Jay looks at his radio success and movment in Europe and may sign, because already he's favoring artists who have that base/movment when signing them to Roc Nation.
