I can't speak on his time in Carolina, only what I saw with the Broncos. I'm thrilled Chicago hired him. He'll be gone in 3-5 years.

2005 - lost in the NFC title game (11-5)
2008 - lost in 1st round to the Cards, who were a couple plays away from winning the Superbowl (12-4)

A Lot, lot of young coaches just waiting on a shot

How did a first time head coach work for the bears this last go around? Clearly the gm was smart enough not to bet his job on an unknown commodity as it lost his predecessor his. Fox is solid and a proven commodity.

Id much rather give a promising assistant a shot than these old average ass coaches like Jeff Fisher, John Fox, Norv Turner. Or even go after a college coach. Anything expect these lazy rethreads

The bears just had someone who fit the exact same description you just gave and things didn't work out too well. There are no guarantees with a first time HC. Fox has proven in both his previous stops that he can quickly turn things around. Panthers 1-15 to 7 wins to a super bowl. Broncos 4-12 to 8-8 with a play off win with Tim Tebow then 13-3. He's been to two different SBs. Has a track record of fixing defense and with the right OC hire we should be fine on O with the skill guys. Just have to figure out the QB spot. You don't think he will make the bears competitive again?
