It does not. Are you saying that if they trade him this year that they will owe him 21 mil out of his upcoming extension and his new team covers the remainder? Will it count against their cap? Against the new team's?

How is a free agent tying up your cap?
If they let John Wall walk how much cap space would they have left with Otto Porter and Beal on the books for $27 million each? Same thing with Grizzlies they still have Parsons and Gasol making $25 million each. Could they have offered a max deal to a free agent if they let Conley walk?

Because a trade kicker can’t go above the maximum salary, the Wizards would be stuck paying him the 15% trade kicker in a lump sum

UNDER THE CURRENT SALARY CAP.

SO IF HES TRADED BEFORE HIS NEW CONTRACT KICKS IN

NBA Players With Trade Kickers In 2018/19

A trade kicker is a contractual clause that pays a player a bonus when he’s traded. They’re one of the tools teams have at their disposal to differentiate their free agent offers from the ones put on the table by competing clubs.

According to the NBA’s Collective Bargaining Agreement, a trade bonus must be paid by the team that trades the player, rather than the team acquiring him. The new CBA also allows a player to waive his trade kicker as part of a deal, if he so chooses.

Sometimes the kicker is worth a fixed amount, but usually it’s based on a percentage of the remaining value of the contract. So, a player who has a 10% trade kicker is given 10% of the amount of money he has yet to collect on his deal.

The collective bargaining agreement limits the flexibility teams have to sweeten their offers to free agents. Trade kickers are one of the few tools that clubs have at their disposal, and they’re often written into contracts. Formally known as trade bonuses, they represent extra cash that players receive in case their teams trade them.

One rule regarding trade kickers changed in the 2011 CBA. For contracts signed since the new CBA took effect, the bonus must be paid by the team that trades the player, rather than the acquiring team.

During the 2009-10 season, Devin Brown of the New Orleans Hornets was able to block a trade because he refused to waive a kicker in his contract. The Hornets did eventually trade Brown to the Chicago Bulls, but Chicago had to pick up—and pay Brown—the $107,075 in bonus money he was owed. Concurrently, the Hornets were able to save that same amount against the salary cap, freeing up a bit of extra money to spend on other players.


Clearly, refusal to waive a trade kicker doesn't guarantee that a player won't be traded. Just before the trade deadline in January 2018, the Los Angeles Clippers dealt Blake Griffin to the Detroit Pistons, who agreed to pay his salary plus the trade kicker. Although Griffin's trade kicker was 15 percent, which would be more than $4 million. But Griffin had to settle for $215,000 per year because a trade kicker can’t increase a player’s pay to more than the maximum salary. Still, the trade guaranteed Blake a four-year total bonus of $860,000.
