My only reservation with making The Enclave a major villain of the show is that these dudes have already been wiped out..twice. There can't be that many survivors from the pre-war government

The show is inspired by the games...who's to say there wont be a HUGE swerve the more we watch...

My impression is that Cooper himself is confused.
He's spent decades thinking that Mr. House was an unbeatable supervillain. But he doesn't seem to know (what the non-gamer viewers don't know yet) which is that...

There's an A.I. called "Yes Man" in Mr House's office that has no long-lasting loyalty to House that wouldn't hesitate to betray him and take over 'himself'.

The "last US president" was a member of an evil 'deep state' government called "The Enclave". They have bases on a platform off the coast of California and also in a giant underground bunker in the Appalachian mountains

So, even Cooper thinks that Mr. House is the 'big bad' of this universe, when he probably isn't.

Just watched the season finale, re-affirmed that the Fallout universe would be a shyt place to live.

Conclusion to the Hank/Lucy storyline was emotional, even considering all the things that Hank did.
