Now part of that also has to do with players wanting to maximize their earning potential and GM's over valuing players on the market but it all goes back to the same thing. Iverson carried that mentality until he couldn't get a job no more and until they teamed up in Miami players were unwilling to take lesser roles for the goal of a title.
And ironically the salary cap has basically sent that philosophy back to the way it was in the 90's. Teams get penalized for drafting/developing talent. Players shouldn't have to take pay cuts to put together a winning team but that's basically how it is now.
