I read it more as the fact meritorious qualification is taking a backseat to quotas, it’s difficult for him to assess the scholarship of BIPOC students or academics. I don’t believe he is saying there aren’t qualified candidates. I’m not necessarily agreeing with him, but it’s more nuanced than you’ve framed it.

He didn't say it was "difficult for him to assess". He said that a qualified BIPOC candidate would NEVER be missed but that qualified White males find it almost IMPOSSIBLE to get hired and that there are NEVER enough qualified BIPOC candidates so they keep hiring unqualified ones.

And he suggested very clearly that he should just assume a BIPOC candidate he meets isn't qualified, even though by his view every BIPOC candidate who is qualified gets hired easily. Why would he even think of making that assumption unless he believes that most BIPOC hires aren't qualified?

2. I think many of the BIPOC candidates aren’t subject to the same scrutiny their white peers are, because of relaxed standards in response to diversity concerns. Does this mean they’re not as qualified? I think that’s a deeper discussion than reducing it to a simple comparison between the challenges faced by whites and BIPOC. One can argue that many BIPOC, as a result of the racism they anticipate, go above and beyond over the course of their studies so that there is no question of their qualifications.

He posted the evil clown from It or the Joker or something similar 10+ times a day for at least 6 days in a row. That was a month ago and he's still posting disturbing clown pictures multiple times a day, in addition to his own newly coined insults and that weird freeform twitter haiku.
