At this point Africa is so behind that it's less so about what Africa does and moreso about the great powers making a mistake or self destructing . Such a scenario would give wiggle room to individual African nations . Alternatively, one african nation could enter a client state agreement with the afforementioned powers like hongkong, south Korea, Singapore, did. (Maybe even include china if we count their early relationship with the soviets)
Of course, This doesn't stop individual Africans from doing well, but the game is bleak for the group.

There is no comparison between a man fighting to keep his children from being ventilated by armor piercing rounds and a soldier that is fighting because he wants a dodge and his tuition paid off.
