No. Klay can't create with a live dribble. He is a straight line dribbler. Meaning he can catch and attack before a defender is set, he can catch off a curl and attack before a defender is set, ect. He can't isolate and create though, and can barely use a pick to attack. He is below average, and damn near bad as an isolation player. He has no lateral skills while handling the ball, which limits him extremely.
He may not have a crafty handle like Steph or Chris but handles is good enough for him to blow by a defender to get to the hoop. I have seen him in many possession shooting the ball off the dribble in the arc and dribble to create space from his defender. It has been part of his game since has balance his mid-range attempts with his three-point shooting.

Maybe. But it doesn't seem he is actually creating space. It's more positioning. Most of the time when he gets to the hoop he's going in a straight line and was given the ball at a position difficult to guard. Most of his shots are catch and shoot as well. His movements are pretty much identical to JJ's except the warriors offense is more geared towards quick cuts to the basket while JJ's shots on the glass are initiated by him losing his defender off the fake. Which is the only creation I see either of them do tbh.
