I think that DC should start with a Superman movie, than a Shazam!, since Shazam! was more popular than Superman once and was the first comic character to get its own tv series and movie in the '40s. Then next with a Flash then a Green Lantern (Black) movie, they could introduce Hawkgirl in GL universe, They could introduce Wonder Woman in the JL movie, just like her entrance in the Justice League cartoon and as well as Martian Manhunter.

I think bale should keep playing batman, they just need to pay him whatever he wants.
There is no need for a two face or joker ATM since the DC villains universe is huge.

If they changed his race to an African American yes, it could work. Since Billy Batson story is more relatable to of minorities than any other race in modern times today, ya' know if you would study the character and its background.

I guarantee that if a Shazam! Movie was released, it would be popular than the Superman movie, and set up the expansion of the DC universe movies perfectly.
