I'm pretty sure the threshold for proof in a civil case is much lower than in a criminal case. So circumstantial evidence (teams inexplicably passing on him, teams not even considering him) could play in his favor. I also don't think he'd need to prove every owner is in on it. There's no need for, say the Patriots, to be on it cuz they wouldn't sign him whether he was blacklisted or not (cuz they were flush at QB).
