I think Kang was always a placeholder...as shown in QuantumMania....not really being much of a threat. They just had no clue what to do next or who to bring in, and were toying with RDJ for a while...even before Loki s1. Everything since Endgame has been a trial ballon

I think what happened with Majors just made their decision that much easier to go all in on RDJ

The reports were that he'd be appearing in a bunch of different projects, the former show runner of XMen 97 said he was going to be voicing Kang on there. Marvel was definitely making him the focal point of the next phase.

They had him taken out by B level characters and some ants and then questioned if he was still a threat.
