There's not consolidation of power among the mixed and black populations because there is no cooperation, homogeneity or solidarity between them.

There are many racial classifications among mixed and black populations, and not many want to self-identify as being black or preto. It is basically a caste system, where blacks are disenfranchised and marginalized from experiencing sustainable economic growth and upward mobility.

Which is why the civil rights movement was a key movement in black American history. It actually helped to strengthen black unity. I think the whole "1 drop rule" might have also had an unintended consequence of strengthening blacks in a sense as well. In Brazil there was a lot more 'divide and conquer' if you will.
