They need him for America Expansion.Why would NJPW heat him up that much when they know he's only there for another year before he goes to WWE
They would have literally no motivation to do that, or to give him any sort of decent title run.

It does them no good if he peaces out as soon as they begin expanding into America, they're better off using guys who will stick with them or Americans who will be there for a while like Cody Rhodes
They have at least a year. Cody isn't even a full time guy there nor is he a top guy like Omega is. They're the ones who took Omega from Midcard to top guy the past year, why wouldn't they want to keep him around for as long as they could.
Of course they WANT to.. in that interview he sound like a guy who is WWE bound, just a matter of when not if, so if he comes to the table talking about I only want to do 1 year, there's no way they keep him as hot as he is right now. If anything they use him to get the next guy over.
Those two things aren't mutually exclusive
Keep him as hot as possible to put the next guy over, which they didn't get a chance to do with AJ & Nakamura because they didn't see it coming. This time they do.

Depending on what the Bucks deals look like their probably all going together & with the way ROH has been going I wouldn't be all that surprised to find out the Bucks got an opt out in their deals
